Kyiv reports Starlink throttling amid concerns over military communications on October 14, 2026

On October 14, 2026, Kyiv authorities reported that the Starlink satellite broadband service was being throttled, reducing data speeds for both civilian users and military units.

The slowdown comes at a critical moment in the war, as satellite connectivity is relied upon for command, control and civilian communications across the country. Ukrainian officials warned that reduced bandwidth could hinder defensive operations and limit the coordination of drone strikes against Russian targets.

“It’s a big mistake. A lot of losses — this decision will bring a lot of human losses,” President Volodymyr Zelensky said of the speed restrictions.

President Zelensky linked the issue to broader concerns about U.S. support, noting that the imposed limits on Starshield terminals—a militarized version of Starlink managed by the U.S. Department of Defense—could undermine Ukraine’s ability to repel Russian air attacks.

“Starlink connectivity at speeds of up to 160 km/h is being restored,” former Defense Minister Mykhailo Fedorov told followers on X, adding, “Removing Starshield’s speed limit entirely is now critical for Ukraine’s defense. Thank you, @elonmusk.”

SpaceX has not publicly confirmed the restrictions, but the Ukrainian government and several U.S. congressional members have demanded answers. The bipartisan co‑chairs of the Congressional Ukrainian Caucus—Reps. Marcy Kaptur, Brian Fitzpatrick, Mike Quigley and Joe Wilson—issued a statement calling the alleged throttling “unconscionable” and insisting that any measures putting civilians at risk would not be accepted.

Senator Thom Tillis appealed directly to SpaceX CEO Elon Musk on social media, urging clarification that the disruptions were unintended. Senator Richard Blumenthal described the reports as “deeply alarming.”

While Ukrainian officials say the restrictions are being lifted, they remain vigilant for further interference, whether from the network operator or external actors, and continue to press SpaceX for a reliable, unrestricted service that can sustain both everyday communication and critical defense needs.
