Sen. Marco Rubio says foreign actor involved in RAF Fairford terror plot, five suspects released on bail

U.S. Senator Marco Rubio told reporters on Sept. 29, 2026 that a foreign actor was involved in the planned terrorist attack on the Royal Air Force base at Fairford, England, and that five of the suspects have been released on bail.

The announcement underscores growing worries about covert operations targeting U.S. interests abroad and highlights the joint effort of American and British investigators to thwart the plot.

Rubio said the five men were freed after judges determined they could be monitored while awaiting further proceedings, but he emphasized that the case remains serious and that authorities are keeping a close watch on the suspects.

"It clearly involves the hands of a foreign actor," Rubio said, adding, "We have to be vigilant because we are dealing with elements in the world, and in the case of Iran, who have openly threatened to attack American interests globally."

British police and counter‑terrorism units have been praised by Rubio for their cooperation, confirming that the RAF Fairford airbase – a key U.S. operating location in the UK – was the intended target of a coordinated terrorist scheme.

Security experts noted that the pattern fits recent Iranian tactics. Daniel Byman, director of the Warfare, Irregular Threats and Terrorism Program at CSIS, told Fox News Digital that "the attack on the airbase in the United Kingdom does fit more recent patterns," pointing to Tehran's use of hired operatives and intermediaries.

Former Treasury and FBI counterterrorism official Matthew Levitt echoed the concern, explaining, "Typically Iran does not admit that it's involved in these types of attacks because it wants reasonable deniability." He added that Iran prefers proxy and covert methods to extend its reach without inviting direct retaliation.

Analysts say the suspected Iranian involvement reflects a broader strategy of asymmetric warfare, allowing Tehran to pressure Western governments while maintaining plausible deniability. The Fairford case, if linked to Iran, would mark a shift toward targeting high‑profile military facilities overseas.

U.S. officials said the investigation is ongoing, with British authorities continuing to gather evidence and monitor the released suspects. Rubio promised further updates as more information becomes available.
